10100661DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Chapter 1 of Title 30 a section numbered 30-19.10:1 as follows:
§ 30-19.10:1. Reports accompanying the Budget Bill.
The Chairman of the House Committee on Appropriations and the Chairman of the Senate Committee on Finance shall provide to each member of the General Assembly a report document separate from the conference committee report on the budget that identifies the following by item number, narrative description, dollar amount, and name of the member of the General Assembly who inserted the provision in conference: (i) any nonstate appropriation; (ii) any item in the conference report that was not included in the Budget Bill(s) as passed by either the House or the Senate; and (iii) any item that represents legislation that failed in either house during the regular or a special session. The House Committee on Appropriations and the Senate Committee on Finance shall submit the report concurrently with the report of the conference committee on the budget when the conference committee's work is completed at the time specified by the procedural resolution adopted by the General Assembly, or in default thereof, as adopted by the Joint Committee on Rules. For the purposes of this section, "Budget Bill" means the general appropriation bill introduced in each house of the General Assembly that authorizes the biennial expenditure of public revenues for the period defined in the procedural resolution.
