SUMMARY:

Medical malpractice; review panels. Provides that even where an action is stayed because a review panel has been requested, the judge may nonetheless rule on preliminary matters which may be dispositive of certain issues as a matter of law, and may rule on motions to transfer venue. The bill is recommended by the Boyd-Graves Conference.
