SUMMARY AS INTRODUCED:
Caps on landfill disposal. Caps the amount of municipal solid waste that may be disposed of in a landfill at 2,000 tons per day, or the actual amount disposed of in 1998, whichever is greater. The Director of the Department of Environmental Quality may allow additional disposal at a facility, after considering certain factors and after a public hearing has been held. The provisions do not allow for any increased disposal activity above levels that may be set by any other means.
